The strap runs between one of the bike carrier's top plate attachment bolts (too bad about all the newer designs that do away with the plate and the bolts) and the top of the boot or rear door of the car. Adjustable strap so the carrier and the strap can share the load. For carriers without bolts or nuts to fit the carrier to, the strap would need to be fitted some other way, using the hole on the left of the picture.
